The Subcommittee on Terrorism and Homeland Security is the House that has been preparing to deal with terrorism since the 110th Congress began in the first session of the 111th Congress. We are pleased that the House has taken the first step toward reorganization, but we recognize that the task is great and we applaud the leadership of the Subcommittee on Terrorism and Homeland Security in its work.
After the Subcommittee on Separation of Powers and Federalism became the Subcommittee on Terrorism, the Subcommittee on Intelligence Oversight was renamed the Subcommittee on Terrorism and Homeland Security. This change reflected that the legislation at issue was not primarily about separation of powers, as originally envisioned, but about counterterrorism and related homeland security issues. Furthermore, the focus of the subcommittee was to enact legislation. This meant that it was important to have an entity that would address the full range of homeland security issues, both domestic and international.
The subcommittee worked to fashion homeland security legislation for the next session of Congress, which began in January 2003.7 The subcommittee focused on the most urgent terrorism issues, but it did not have jurisdiction over legislative proposals. Its function was to interface with other standing committees and, as necessary, with other entities outside the House, and to coordinate their efforts.
Although it is important to address the specific threats in the areas of commerce, airports and the air, water and information, it is worth stating that the threat of terrorism is diffuse and diffuse, and in some cases there is no one to blame. The large majority of terrorists are not contained by the borders of the United States; they are not within the borders of any country. And although it is a global threat, it is important to note that, with a few notable exceptions, most major terrorist attacks have taken place outside the United States. This means that the threat of terrorism -- or even the serious threat of a terrorist attack -- is diffuse and diffuse, and in most cases there is no one to blame. The terrorist threat in the United States is contained within our borders by the political and military systems that protect our citizens and property.
